Have u had a go at derestricting the restricter in the crank case ? All you do is take off the crank case and there should be a flywheel on the left u undo that flywheel and there should be a washer or spacer take that out and refit your flywheel and crank case making sure everything is tight :)

Non-CARB means that is non compliant with California standards for their emission requirements.

1985 Chevy fuel filter should be where the fuel line screws into the carb. use a 1 inch wrench and unscrew the nut that holds the line to the carb pull out line should be a small filter ,spring and washer
what year? fuel inj.?carb.? if it's fuel inj. it's 40-45 lbs. if it's got a carb. it's 7-14lbs
