No, packages may be shipped "cash on delivery" (COD), which means the recipient must pay the delivery person the cost of the goods in the package plus shipping costs to receive the package. If the recipient does not pay on delivery the package is returned. Once delivered the shipping company will pay the company that sent the package the cost of the goods.

COD costs more than regular shipping however as it is an extra inconvenience to the shipping company's delivery people, taking them extra time on each such delivery (but the recipient pays this).
