It depends on the size of the scratch. If it is little tiny streaks that are barley visible then no, but if they are huge circles around your disc then yes. It also depends on what areas are scratched, Sometimes when you pass over a certain object or menu item etc. in a game the game might quit because it can't read the disc so you will have certain parts of the game possibly unplayable.
