Every creature's shape has evolved to help it survive in one way or another.
Tadpoles are not likely to survive. That is the reason frogs lay so many eggs. By laying that many eggs, they increase the odds that a few will survive to adulthood.
While it is possible a few tadpoles might survive they are not salt water animals. Living in salt water would be difficult in any who do survive it is doubtful a frog or toad would lay eggs in saltwater.
