Depends on what type of vent system water heater has.
the reason for water coming out from under the dash is that a hose could have broke or you have a problem with your heater. your heater works off of the water in the radaitor and since it gets hot from the motor well it serculates threw the heater and that's who your heater works
Condensation, when you heat water the water boils and lets of steam, steam collects around the water heater as condensation.

There are many things that one can do with an under sink water heater. The most plausible thing one can do is use it to heat their water so that hot water comes out of the faucet when the correct knob is turned.
Heater cores are usually well protected from mechanical damage but they can be damaged by corrosion and sediment deposits. If you change the coolant in accordance with the manufacturer's recommendations you will extend the life of the heater core, the water pump and the radiator.

A small water heater that plugs in under a sink and heats a small amount (usually about two litres) of water for instant use. It must be plumbed into the regular hot supply, and always requires an electrical outlet under sink (sometimes 220) . Quite efficient heater, but a big power user.
The heater core is a small radiator inside the car under the dash that hot water circulates through to heat the inside of the car.
There are a number of ways to do that. 1. Raise the temperature of your water-heater. 2. Insulate your pipes. 3. Buy a bigger (or more efficient) water-heater. ?4. Live alone.?You combine any two of those things..and you'll definitely notice a difference.
Unfortunately, there is no one that will be able to fix your water heater for under $50. The parts alone cost a lot of money, and the average amount spent on parts and labor for fixing a water heater is $700.
