When a device has AC/DC on its name plate, it can work off either of the two voltages. Many portable radios have this function. Locate the charging terminal on your scooter and plug in the charger. Plug the other end of the charger into a standard wall outlet. Unplug the charger from the wall outlet and scooter when the battery is full.
