I have two RES and I use it after every water change and I also add some when I add water to top off the tank level. I use an infant liquid medicine measuring cup to make sure I am using the right amount. Make sure you also de-chlorinate the water with a de-chlorinator
I don't think so. Algae is a part of a turtles environment. Think about it: if turtles live in lakes and ponds and such, no one is there to clean the water. The water is murky and very dirty, so algae and other fungus grows in the water. You even see the algae on their shells...
