as soon as you order when you go into the process of putting in your address and stuff it will ask for your credit card number and you will be billed.

Amazon typically charges your credit card when the order SHIPS from their warehouse, not when the order is placed. (Under normal conditions, the item ships the next day anyway, so you rarely notice the difference.)
Amazon doesn't really know when you receive the item, so they can't use that. If you order something that is not in stock, they'll usually send you an email within a day or two giving you the estimated shipping date.
