Generally, no. And adults are allowed to help them fish without a license, but are nto allowed to fish themselves. However, you should check with your state's department of Natural Resources to be entirely sure about the regulations. The fines for breaking the rules can cost upwards of a thousand dollars. In some states it is 16 and under need no licence, some 18, some 12. You should check. I'm sure there is a Wal Mart near your home, their sporting goods department can assist you with these questions and sell you licences if you need them.

Most places in North America recognize a child as under 16 and very few require children to have a fishing license. The adult or guardian would however, require a current license.
This is how most Fish and Game rules are worded: "The law provides that no person 16 years of age or older shall fish in any waters without first procuring a license."
You should always check with your State or Province Natural Resource Department prior to your excursion. A simple phone call or visit to any sports store will provide you with the laws of the place your reside.

Your brother or your cousin- yes, they WILL need a license.
