Animal testing is heavily regulated in the UK and the US (among other countries), and cosmetics tested on animals are certainly illegal in UK and some other European countries; the European Union is gradually phasing out cosmetics that have been tested on animals in other countries too.

It should be noted that drugs/medicines are required by law to be tested on animals before they are even considered for human testing in the UK, US and Japan (among others). In the UK, this can include cosmetics with medical uses, such as Botox or anti-ageing creams.

Britain is thought to be the highest user of animal testing in Europe.

I think it happens all the time. I had just read an article in the Chronicle of Higher Education earlier today and it was talking about animal testing. The scientist proclaimed he was doing this for a cause and learning through drugs, and testing it on monkeys. That way we can find a way for humans to overcome drug habits. He believed in this so much no matter how much of a danger protesters were giving him. I personally wish this to stop, what gives someone the right to experiment on primates for the benefit of humans? Aren't humans and animals different in many ways, then again haven't humans gained benefits from animal testing? Yes and yes. So to answer your question, it does happen and probably will continue to happen if people benefit from it. My only wish is that they keep it humane and safe for the sake of the animals.

Yes, it unfortunatly does. Wherever there are animals and those animals have owners there exists the possibility for abuse. I hope that helps.
