I do not know if it is possible to get an event-only Pokemon on the GTS. You would have to have seen a Celebi first. And even then I don't know if one can be put on the GTS at all. Also, the Celebi doesn't have to come from Soulsilver. It could come from anyone who has Diamond, Pearl, Platinum, or HeartGold. Again, check other places online.
