Miniature horses were never bred for riding and should not be ridden by anyone. The smallest ride-able equine is the Shetland pony.
Check the girth (or cinch, depending on the style of riding) and make sure it it snug. Horses tend to blow out their stomachs when they realize their about to get ridden. Hope this helps!
