Buy a SIM Card from AT&T or T-Mobile called a Micro-SIM. These will fit in the iPhone. Apple is planning on using Nano-SIM Cards which are even smaller.
Only the iPad Wifi + 3G Model needs a Sim.
Only 2 Surface tablets supports SIM cards - the Surface 2 (4G) and the Surface 3 (4G LTE).
