In short, no.

This may be different depending on where you are, I'm basing this on the RCMP's Auxiliary Constable program. With the RCMP, you do have peace officer powers, but only when under supervision from a regular member.

You get to drive squad cars in a non-operational status, and you do not carry a firearm.

What is a constable?

In the United Kingdom, the office of constable is charged with the duty to enforce the law of the land and to maintain the Queen's peace. All police officers are constables in law, regardless to their rank. Police Officers hence obtain their power from the said office and not as a member of the police force.

Where do police officers get their authority?

In a democratic society, the population gives its consent to the government that it elects, and that government appoints police officers. Therefore, police power derives from the society in general. In a dictatorial society, police power derives only from their weapons, since social consent is not required.

Do police dispatchers have the same authority of a police officer?

No, police dispatchers do not have the same authority as police officers. Dispatchers are responsible for receiving and relaying information, coordinating resources, and assisting officers in the field, but they do not have the power to make arrests or enforce laws like police officers do.

Do people in P.B.A have same power as police officers?

A PBA (Police Benevolent Association) is similar to a union or "bargaining unit." PBA representatives often negotiate labor contracts, advise and protect the rights of officers accused of misconduct, and assist the families of officers who are killed or injured in the line of duty. Membership in the PBA is restricted to law enforcement officers. Most PBA union-representatives are police officers themselves who either volunteer their time or who are allowed to devote a proportion of their paid time on duty to PBA affairs. PBAs may hirecivilian employees who have no police powers, but their duties are usually clerical or administrative. A few may be attorneys, but they are not usually police officers.

How using rubber bullets has changed the way policing is today?

To some degree, but at least in Canada "Taser" is what is in. There is controversy over the Taser because of a small percentage of deaths (in most cases the victim was on drugs at the time.) I agree with rubber bullets and Taser. We can hardly expect our police officers to put their lives on the line every day without some form of defence. If I had my way both would be used along with dogs being set loose. Crime has rapidly gone up in the U.S. and Canada. While some police officers feel the power of having criminals in their power (with I can do anything I want attitude) the majority of police officers are doing their job and so using rubber bullets or the Taser gun is better than having to kill someone with a regular gun. The public never seems to realize that for police officers who have killed someone they feel very depressed and at odds with themselves. That's why they have police psychiatrists.
