I have a problem with the tenant above me she insists on keeping her children up until 11:00 pm and the youngest who is about 2 runs does not walk and she was confronted by the land lord and she stated that she pays rent also

Yes, it does, and it can be viewed online. The prohibitions are pretty broad and includes a line that says: "No person...shall create, continue, r cause to be created or continued...any public disturbance noise. 'Public Disturbance Noise' means any sound which...unreasonably disturbs or interferes with the peace, comfort and repose of another." Because there is a lot more included in the code and I don't know what you're looking for specifically, I'm linking you to the Benton City Municipal Code.
