It could. However, it will also be obvious to the testing agency that you've done this, so they will probably insist on some unbleached hair from somewhere else on your body.
If you've bleached the hair literally everywhere on your body, it's going to be pretty obvious to everyone that you're trying to falsify the drug test, which is a huge red flag.

No, seriously, don't do that. it will not help with a drug test, and if you screw up your hair will fall out in clumps. - That part I'm not kidding about, the skin on your scalp is really thin and sensitive. Bleach is not good for your skin, scalp, or hair.
