Yes, they do. Within 24 to 48 hours of recovery (depending on the state) the repossession company is required to notify you that your property can be collected and must give you a phone number or other means to contact them. Most recovery agents will charge storage fee on private/personal property and will require that be paid prior to releasing the property.
In Ohio...they are required to give back your personal belongings. This does not include anything that is a permanent fixture on/in the car...like a stereo system or rims. If they refuse to give back your personal belongings...I would contact an attorney and pursue legal action.
You are allowed to set up a time with the tow company that retrieved your vehicle to get any personal items of yours out of it, that does not include installed stereos or custom wheels. As for the notice, you will need to speak with your finance company, they will usually offer to give you back the vehicle if you can pay what is delinquent.
Check state law, but here in Florida a company may repossess your vehicle but not keep any personal items belonging to you. They are entitled only to that property which is considered theirs due to lack of payment on the buyer's part. Keeping your personal items and refusing to give them back is considered theft. Only if they are not attached to the vehicle.
Grow up. Yes, give them the keys back. If they need them they will ask.....just make sure you get ALL of your personal possesions back before you give them the keys. Well, no. You don't have to give them back. If you choose not to, be prepared to have to pay up to $250.00 for the bank to have a new one made. Cheaper to give them back. Most repo companies won't give personals back until they have the keys. A repo "company" cannot hold your personal property hostage.

In the process of your vehicle being reposessed, it is a good idea for you to be there, to retrieve your personal belongings from the vehicle, seeing as you can't fight a court ordered reposession. If you are not present at the time of a repo., you generally lose all items as well. Unless of course you can contact the person in charge of your repo. They might let you get your things back. No more than they asked on the application when they loaned you the money. Name, current address, current pH #. SSN, ect. the usual. What are they asking for that you cant give?? Ins, info??

that's the point of repossession. you cant pay, they take it away.

If a vehicle has been legally repossessed, then the bank has absolutely no obligation to give it back to you. Ever. But many banks will work with you in rder to get the loan repaid, but from a legal standpoint the bank has ownership at that point.
You'd go to where your car was taken to and tell whoever is working there nicely that you have some personal items to get from your car and they'll ask for money and you'll give them money but before that you need to show your the owner of the car.
