Carbon Monoxide can be burned as a seldom used waste fuel to create carbon dioxide, however, this is uncommon. It is most likely found on fired HRSG units from a gas turbine as the turbine generally produces more than desired CO levels.

CO is the result of incomplete combustion of a carbon atom.

Take methane (the majority component of natural gas):

CH4 + 2O2 -> CO2 + 2H2O

If burned without enough air you would get CO instead of CO2, pushed farther, you would also have C left over as soot. Excess CO can also explode with any unburnt fuel in the right circumstances.
