That would greatly depend on the management of the workplace. I have worked for places that would guess at improvements to become more productive, that may or may not work. I have also worked where changing procedures were well thought out, researched thoroughly, and tested before being implemented. The latter employer almost always made excellent improvements in productivity which are often appreciated by employee, who don't like wasting their time either.
