I think he uses oil paints, especially for the portraits with all the colours incorporated, because oil paints take a long time to dry so he will still have time to mix in the colour components to resemble a face.
He can still paint using a special wheelchair and paintbrush that he uses. He usually does paintings with loads of small boxes, this helps him as he doesn't have to do the whole thing at once he just puts different colors into a box to build up the whole thing.
