This is due to the settings on your mouse. Open the Control Panel and open the Mouse Properties Dialog Box. Click the Motion tab and adjust the Speed accordingly, then either click Apply and Ok or just click OK.
Why would you want to slow down your Computer? Its only fast for a short time, make the most of it. The only reason you'd need to slow down a computer would be due to bad programming.
