Yes. Cockatiel's live in Australia, and it snows there. Just make sure that if your cockatiel, or any cockatiel, Is in cold weather, Not to let it's feet to become wet. This can give the hypothermia and they can die from this. Also in the winter, make sure they do not come in contact with the snow. It is best to keep indoor during the winter unless on a leash or harness. My cockatiel, Babie, a white-faced cockatiel, Has been out and about in the winter up in Pennsylvania, USA. and she was fine. Given it was just a walk from the car to the hotel. I have done my research and I wouldn't recommend them being outdoor for long periods of time. But to answer the Question, Yes, they can.

No, a parakeet is a tropical bird from Australia. In temperatures less than the sixties it is likely a parakeet will get sick. Escaped parakeets have no chance surviving a northern winter.
