Dates on cooking oil are generally "best if used by" dates and are related to quality issues. Since plain cooking oils would not be conducive to the growth of pathogenic microorganisms, using it would not would not be so much of a safety concern - but it could be rancid.

How rancid would depend upon the oil itself, how it has been stored and how old it actually is. If the oil smells OK in the container, try heating a little up in a pan. If it still doesn't have any off-fragrances, you could probably use it. That will be up to you.

That probably depends upon how far past the "expiration" and what the storage conditions have been.

Cooking oil isn't all that expensive, so rather than ruining your even-more-expensive food by using oil that could be rancid - get some new oil.

Expired food oil may have become oxidised and if this is the case, it will taste rancid. The rancid taste will permeate the food in which it is used and the food will not be nice to eat. However, if the oil is expired but still smells and tastes OK then it is OK to use - Sometimes the expiration dates are a bit conservative.
