EDIT: yes and no. not all D16 engines come VTEC stock. For sure the D16y8 does and maybe some others. you can always throw a VTEC head on a non VTEC D16 and make it one. People refer to that as a "Mini me" engine.
no the civic ex 95 does not have a dohc engine it jut has v-tec pistons and cams from colm

depends is it an ex, si, lx, cx, dx?? typically the ex is a 1.6 V-tec...... the Si i believe is a DOHC V-tec. all other models are worthless for engines, there all non v-tec and are smaller engines.

The D17 starts production after the D16 finishes. D16 until 2000 D17 starts 2001 The D17 is 1.7 Liters The D16 is 1.6 They are not directly interchangeable But may fit in the same location depending on sub model.
