Because deodorant is a liquid.
It's possible that it could be because of the hair follicle emerging or because of the type of deodorant used.

Apply shaving gel, cream, or a deodorant soap. Shave your armpits using short downward strokes. It should remove all hair. Then dry your armpits before applying deodorant or you will be stuck with white residue on your armpit and it won't be easy to remove.
I actually just purchased Tom's natural deodorant as well.. I have red bumps in my armpits and a little down my arm. It must be something in the deodorant.
