Even though you are installing from discs, there is a bunch of downloading that is required to patch the client up to the latest release build. These patches are installed automatically. If you choose not to patch the client, then there is no way for the game to be playable. Well.. if you use up all your bandwidth, You will not be able to use your internet. Unless they have a special offer, to pay more to get it refilled. sometimes you still get to use your internet, just it will be alot slower.
