Well that depends on what you mean by memory. There are two types of computer memory RAM and ROM. When downloading you use RAM memory to run the Peer 2 Peer program to download but that's freed up as soon as you shut down the program. If you are just opening the file and listening to the file than it's not being stored on your hard drive. If you are saving the files then yes you are using up space on hard drives memory sectors (ROM).
Downloading music for personal use should not be illegal, but it usually depends where you downloaded from or what site
