Yes it does. The fuel pump is an electric motor that is lubricated and cooled by the fuel surrounding it. It is best to never let the fuel level get below 1/2 of a tank. Also the fuel filter should be changed once a year to prevent excessive pressure build up that causes the pump to overwork and fail prematurely.

not technically. The serpentine drives the pulleys under the hood. The fuel gauge's float is located in the fuel tank. So no, but if the serpentine belt is off long enough it could affect it if the battery level got too low. But the car will die long before that happens.
