Most hair dyes contain a combination of hydrogen peroxide, ammonia, and alcohol (among other things) that dry the hair. If you're allergic to any of the ingredients, or if the chemicals are left on too long, used too often or used in conjunction with perm solution, they can damage your hair. This is commonly known as over-processing, and yes, it can cause your hair to fall out in clumps, but it probably won't make you bald.

If your hair is over-processed, don't make the situation worse by adding more dye or perm solution. Deep, leave-in, and special thermal conditioners that contain cetyl alcohol can improve the feel and appearance of your hair, but won't stop it from falling out. The only way to truly repair the damage is to cut the hair and wait for new, healthy growth.

There is little testing of consumer chemical products generally, so many may have risks.

Some recent studies have shown hair dye has a possibility of increasing your chances of certain cancers, however this link has not been well researched and is uncertain. If it exists darker colors are more risky than lighter ones, and hairdressers are much more likely to be at risk than occasional users. The IARC, a World Health Organization panel, says there is not enough evidence to conclude occasional personal use of hair coloring raises the risk of cancer.

It seems more certain that hair dye marketed before about 1980 contained carcinogens and thus was more likely to cause cancers.

It all depends. If you dye your hair once it wouldn't be that bad but getting into a habit on doing that is bad, and you will most likely damage your hair to the point where you start loosing hair. Think about it.
