Rust is a term reserved fro the oxidation of metals. Glass cannot "rust"/"burn": it an oxide already. However, fibreglass is made out of glass and plastic, the former can crack and the latter may loose its plasticiser (i.e. old plastics items go brittle), so old fibreglass is brittle and powdery.
Any good quality rust remover can be used for rust removal on many surfices.
The fiberglass panels won't but the frame can.

Fiberglass has a higher ratio of strength to weight than steel does, and it is also completely rust proof, unlike steel.
1. cut the rust out maybe a inch more than the rust. 2.weld or fiberglass medal to the hole 3.bondo and finish with puddy. 4.sand smoothly and primer it
Fiberglass doesn't rust and can be repaired if need be. steel is much harder to do anything with once things start needing repairs
place a coat of resin onto metal. then sheet of fiberglass, then resin, then fiberglass, and so on...until you achieve your desired thickness....PS: You will want to roll out the air bubbles every 2 to 3 layers for best results

remove the rust by sanding or grinding. prevent future rust with an inhibitor, weld in a new piece of metal, and/or use fiberglass to fiz the hole. use a polyester fiber fill ( plastic body filler), to fill any divots. sand and prepare for refinishing.
Not very easily. The rust spots have to be cut out and new metal welded back in. Then it has to be ground down and filled with body putty. Then sanded smooth and repainted. Some have tried cutting the rust portion of the fenders out and filling it in with a fiberglass mat and body putty.
