Yes. All city locations have been influenced by geography, whether planned or otherwise. A sensibly planned city development will always take into account terrain, communications, water, energy & food supply, and perhaps availability of building materials and people to do the building. Unless it's planned by some nutty ruler wanting a place with his name on it in the middle of nowhere, which occasionally happens.
