It all depends on what your relationship was prior to this event. He may be just waiting for you to contact him first or he has a waiting rule for contacting people in whom he is interested. The best thing to do is to make the first move and text him on two or three more separate occasions. If he still doesn't answer that is definitely his loss and its his fault for not being an adult in communicating his feelings and intentions.
