Oil, a complex mixture of hydrocarbons, takes millions of years to form naturally. Iron is a naturally occurring element, formed by fusion in the core of a star.

As far as humans need be concerned, iron is always present and oil is formed. If you must have one faster than the other, iron is formed faster than oil.
