If you make out with a girl without liking her or dating her is wrong! You should never have kissed someone you don't like!
I don't know if it could be considered 'using her', though, because if you kissed her to impress another girl or get her friend to like you, then I might consider it 'using her' but I don't think it could officially go under the category of 'using her'.
