He's not exactly shy, he's just not as extroverted as the other Cullens like Alice or Rosalie. Jasper has more lines as the series progresses as he is more involved in things, eg. Eclipse.

He's only perceived as "shy" because mainly the Twilight books are from Bella's perspective and when she's around Jasper, he keeps his distance. I dont think its so much that he's shy, if you remember, he is a "new" Vampire...So to be around humans, and keep the composer and control to not have a blood bath, it may come off that he is shy...

Jasper was a very exuberant human, however, he is not as comfortable with the Cullen's as say, Rosalie is. In one of the books, Bella makes the observation that maybe the only reason Jasper stays with the Cullen's is because of Alice. One of the reasons he is quite reserved is because he is not as good at controlling his thirst as the others. He does not feel as good as the others because of this.

I think that Jasper is not shy. If you read Eclipse you would know he is charismatic, meaning he knows how to talk so he cannot be shy. He does not talk to much. I think he does not talk to much with the Cullens because he is never in the center of attention, so why should he talk? I think he does not talk with humans because he would have to breathe and that is not good when he is having trouble with the whole "vegetarian" thing.

The story is written in Bella's point of view and because she is human we don't see what the vampires are really like. All we see is Jasper be careful not to bite her. If you were paying action you would have noticed he is the newest vegetarian
