Cummins does make some engines which will, such as the 3.9 liter 4BT... if you're thinking of the 5.9 6BT or ISB or the 6.7 ISB, those will not.
the wiring and ignition differences will make this unlikely. 89-95 are the most compatible for a 93. i think 96-98 for a 97. just look for engines online and see what years fit together to know for sure what you can get away with.

It's a little high for most stock engines, but it all depends on the engineering of your engine. Many of the larger displacement engines tend to only be capable of lower RPM. Many of the smaller engines make up for their size by keeping everything light while engineering them for the higher speed.
it should. the body style for wranglers from 1997-2006 (the TJ) should fit tops from other jeeps so long as the jeeps have the same body style, which in your case do. as far as i know, the only differences between saharas and rubicons are cosmetic and dont differ the jeeps ability to sustain parts from other "TJ" wranglers. but if your jeep was sold as a convertible i would check to make sure it has the frame to fit a hardtop of any kind, that i dont know. it should be easy to find out.
You can put a wide variety of engines in this, ranging from a 4 cylinder to a v-8.
