If there are laws that make it illegal to dispose of computers in landfills, they are local ones. Some landfills will not allow computers to be disposed of in them. Many cities and towns have special days when computers are picked up and disposed of properly.

How do you flush the radiator of a Nissan Sentra GXE 1.6L '99?

Take the car to just about any shop. You should not do this yourself as it is illegal to dump radiator fluid. And you have to pay a shop or landfill to dispose of it anyway. So take it to the shop, shouldn't cost more than $70. I would pay about $30-40.
