Yes. Makkah is considered to be a holy sanctuary - a forbidden city. There are some things which are prohibited in the city of Makkah.

For example, people who do not believe in Islam are not allowed to enter the city. Hunting and fighting is also forbidden there, as is the cutting down of trees.
