Don't know about the supreme court but its true that all illegals over the age of 65 automatically get covered under medicaid.
Anyone can be a candidate for braces at just about any age. Braces are most common on adolescents between the ages of 13 and 18 because this is the earliest age they can be put on. Adults can also get braces and clear braces, like Invisalign are more common for adults.

There isn't really a "suitable" age for braces. I think most people have them in Jr. High and/or High School while others get them later in life when they can afford them. I would recommend not worrying about age because you will be very happy you did it when its over.
