It depends upon the meaning of 'mental development.' Usually, 'mental development' refers to increasing understanding, to learning something new. Unlike, say, a teacher or a book, it is best not to think that meditation will teach you anything new. Otherwise, you will be trying to gain or increase your understanding, and that will prevent successful meditation.
It's better to think of successful meditation as a letting go. Without meditation, we are almost incessantly thinking or conceptualizing. Often we are gratuitously evaluating things: "That's nice" or "Oh, I don't like that." What happens, especially to literate people, is that we are so wrapped up in our thoughts that we lose contact with reality, we live our lives in our heads.
Meditation is the art of letting go of thinking. When meditation is successful, instead of paying attention to our thoughts about reality, we are directly experiencing reality. To meditate well is not to think any thoughts; it's to let go of thinking. That doesn't mean that there's no awareness. Of course, there is awareness, but it's not awareness mediated by our concepts.
Therefore, if you are trying to meditate and you are just sitting there thinking, you are not actually meditating at all. If you are trying to learn something or achieve a goal, your meditation will never be successful. The purpose of meditation is not to achieve anything; instead, the purpose of meditation is to let go of thinking.
Successful meditation is mental stillness. How do you develop your concentration to that point? Well, it is through persistent practice of the right kind. Notice when your mind has wandered out of control and bring it back into control. That's the essence of meditation. It really is that simple. Notice when you get lost in your thoughts and bring your attention back to the present reality.
Once you are able to let go of thinking even for a single moment, you will experience such an insight into reality that it has been called a mental cataclysm.
That is mental development beyond all mental development!

While relaxation may result from practicing meditation, it is not the primary intent. And meditation is NOT a mental process. Meditation helps strengthen awareness. Meditation helps us to see that we are not the mind, not the emotions, not the body. Meditation brings a sense of calm. Meditation helps us to see that fulfilling the desires of the mind will not bring a lasting sense of contentment. Meditation has nothing to do with thinking. Meditation brings awareness to thinking, but awareness is beyond the mind. Thought is not spiritual. At the beginning, thought can be useful. For example, you may want to spend time thinking about your personality, observing how you behave in certain circumstances, etc. But over time, if you are meditating, your awareness should grow stronger than your thinking. True religion requires that you go beyond thinking, beyond the mental. Into awareness. Consciousness. Blissfulness.
