As a general rule metal oxides are inert if they have the correct coordination of oxygen atoms.

e.g. titanium dioxde and zinc oxide are stable at a wide range of conditions (they are used in sunscreens as safe UV attenuating agents).

In extreme conditions - of acidity or alkalinity or under harsh chemical reactions tey may liberate oxygen in order to react further.
