According to the current Metro PCS contract(s) (all phones) - Incoming calls are charged per minute based on your rate plan independent of its source; local, domestic long distance, international long distance.
IE: you are not charged a surcharge for incoming international long distance - if you are unlimited then you pay nothing, if you pay by the minute then it is the standard rate.
