Properly known as the NICS, it was created by the FBI (and not by any one person). However, it is not used nationwide, only in 30 states. Other states, such as Virginia, had their own "instant check" system operating before NICS was created. In some other states, a background check is not required for citizens of that state that hold an "alternate permit"- such as a concealed weapons permit that is subject to the same or better screening than NICS.
