Unlocked phones means the phone can be used with any carrier. Keep in mind you may not be able to use all of the phones features.
an unlocked phone could mean one of two things. One, the phone belongs to a GSM carrier (like T-mobile, or AT&T) but being that it is unlocked you can use it with any carrier that requires a sim card. The second can mean that it is a CDMA phone with GSM capabilities normally on a Sprint or Verizon Global phone meaning it is a CDMA phone with a sim card slot and as long as it is unlocked it can be used also with any other carrier that requires a sim card. However it has nothing to do with what is on the actual phone, so even if it says T-mobile it can still be an unlocked phone.

Unlocked phones are GSM phones that will work with any GSM carrier. A GSM phone works on AT& T, T-mobil and any other system that is GSM compatible. Most inetrnational cariers are GSM.

Not exaclty. What it means is that has no bills to pay or link to a previous account or that has not been reported as stolen or such. Still you may need to unlock the cellular's ID# itself to be used with any carrier.
In relation to mobile phones - it means the handset is no longer tied to the original network it was sold to. When you buy a brand-new mobile, almost always it's 'locked' to a specific network - meaning it will only accept SIM cards from the samenetwork. However - it's possible to unlock it - so it will accept SIM cards from any network - not just the original one it was locked to.
