if the rear tires are turning the odometer does go up. but you can pull the drive shaft out and it will not matter the odometer will stay the same.

Towing anything more than 2000 pounds in a Wrangler is dangerous and should you have to step on the brakes abruptly, the reason as to why the limit is 2000 will become very clear when your front wheels come of the ground and your ability to steer is nil.
