No, they are made out graphite and clay. the only reason why they are called "lead" pencils is simply because way back in ancient greek times, they once used lead as a writing utencial. But after used a few times they quickly stopped the use of lead in pencils.

The ancient tool which preceded the modern pencil was a stylus, and these were frequently made from lead. The modern pencil however is made with graphite in its core.

Coming back to your original question - I don't know when they switched to graphite, but I think that it was sometime in the first half of the 20th century.
