You cannot evolve Pikachu in Pokemon Yellow, unless you trade it to a red or blue version, and give it a thunderstone there. Once you get it back it will not follow you.

in the beginning no but you can get all 493 Pokemon and all of them can follow you in the game like pikachu in Pokemon yellow i played the Japanese version and used a cheat to CATCH rayquaza and put him first in my party and sure enough he followed me in sprout tower i don't know if it shows difference in color
