The only way to obtain a second Pikachu in Pokémon Yellow version would be to trade for one off a Red or Blue version game. Any other Pikachu obtained in the game will be normal, as in, it wont follow you around and will have its original cry.

Go to Cinnabar Island, and Surf all the way north and till you find a platform with two Fishers on it. On the platform, use a Super Rod, and then talk to Pikachu. He will have a bucket on his head.
