People do not generally put PVA glue onto walls. We can't ask questions , so you must figure out why you did that, and how you are going to get around the problem it's now causing.
No, it should not be allowed to dry before applying plaster. Plaster should be applied when the PVA is 'Tacky'.
If you're unsure you can always use Blue Grit instead of PVA.

There are several types of plaster...so it all depends on the type of plaster you use. Lime plaster...may work...dry plaster is what they use for walls and stuff...maybe if the temp is very low it may work but I think plaster is flammable to an extent
Polyvinyl Acetate (PVA) is a component of wood glue. It can stick a lot of materials together, but is primarily used by carpenters and in arts and crafts. Paint it onto both pieces you want to join, clamp the joint tight, wait 4-6 hours for it to dry.

String painting is when you get a piece of string and you add pva glue to wherever you doing this and you just add you string in whatever position you want it to be in and you let the string dry up and there you are done.
you should allow one week per 1mm of affixed plaster....you can cheat by painting over the plaster surface with a breathable paint BUT you will probably suffer from condensation until the plaster has dried thoroughly. Merry Christmas
If water has been mixed with your glue, then it's a type of PVA glue. Mixing water with it is not a good idea, as it takes longer to set and is not a strong joint. It may take up to 2-3 hours to dry to the touch, and at least 12 hours to fully cure, due to water's time to evaporate totally.If you want good results from glue it's usually best to use them as they come.
