Radar-detectors detect certain radio bands, and are often triggered by things other than police, such as taxis and radio towers. The detectors would only beep if picking up the signal, which probably wouldn't be transmitted without power.

Added: Both Virginia and the District of Columbia (and possibly others) declare radar detectors to be "contraband" by statute law, and they may be seized by the apprehending officer.
